Our 2nd TN talk is here. TN Talk program, modelled on the lines of Ted talk, is organised by the Public Libraries Department to disseminate the knowledge of experts in various domains. This time the talk is on Decentralisation by Retired I.A.S. Officer Mr S.M. Vijayanand, who is a former Chief Secretary to Government of Kerala and has been the Secretary, Panchayat Raj for the Government of India. He was instrumental in the big bang approach and people’s plan which transformed local bodies in Kerala . He has rich expertise in decentralisation and empowering local self governments. Topic: How can the Village Panchayats be transformed into effective local governments? The Talk is on 22nd December 5.00 pm at Anna Centenary Library Auditorium.
